Shanxi Tianbao Science &industry Secures First 20 Million Yuan Data Pledge Financing in Shanxi Province

On May 7, it was learned from the Shanxi Data Exchange Center that the center, in cooperation with the Agricultural Bank of China Shanxi Branch, successfully completed the first data intellectual property pledge financing project in Shanxi Province for Shanxi Tianbao Science &industry Co., Ltd., an enterprise from Dingxiang Flange Professional Town, securing a financing amount of 20 million yuan. This breakthrough marks the first realization of data intellectual property pledge financing in Shanxi Province, setting a benchmark for transforming data resources into assets and capital.

As the project manager, the Shanxi Data Exchange Center gave full play to its full-process professional service capabilities of the data trading platform. In view of the multi-dimensional and scattered original data of Tianbao Science &industry, the center organized multiple professional institutions to assist the enterprise in completing data asset inventory, compliance assessment, right confirmation and registration, and value evaluation, forming a data set with clear application scenarios and commercial value. The data set has completed data intellectual property registration at the Shanxi Intellectual Property Protection Center, converting abstract data resources into standardized assets with clear ownership and assessable value.

Relevant officials from the Shanxi Data Exchange Center stated that on this basis, the center promoted the Agricultural Bank of China Shanxi Branch to break the restrictions of traditional physical mortgage and provide credit funds for the enterprise with data intellectual property as the pledge. The successful implementation of the project is the result of multi-party collaboration featuring "government guidance, platform leadership and industry-data coordination". All participating parties jointly opened up a new path for data intellectual property pledge financing and realized financial innovation of "turning data into wealth".

The successful landing of the province’s first data pledge financing project not only provides much-needed financial support for Tianbao Science &industry and improves the enterprise’s capital accessibility, but also further reduces the comprehensive financing cost through fiscal interest discounts and policy subsidies. It effectively releases data value, enabling data to shift from a background auxiliary operational role to a core driving role in capital operation. Relevant officials noted that this model drives enterprises to realize lean management and build a dual profit model of "business operation + data empowerment". Relying on data assets, the enterprise can accurately predict the process compliance level of flange products in blanking, heating, forging, ring rolling and welding processes, reduce energy waste and potential quality risks, and improve overall operational efficiency and benefits.

The landmark project also boosts the construction of Shanxi’s provincial data factor market. It has formed a closed-loop full-service system covering data governance, compliance assessment, right confirmation and registration, value evaluation and financing docking, verifying the efficient transformation path from data resources to data assets and capital, and accumulating valuable experience for improving the data factor market ecosystem in Shanxi.

In the next stage, the Shanxi Data Exchange Center will focus on specialized, refined, innovative enterprises, gazelle enterprises, unicorn enterprises and high-tech enterprises in Shanxi, cooperate with more financial institutions to solve the financing difficulties of characteristic industrial enterprises, and form replicable and promotable operational norms and compliance standards. The center will continue to explore new paths for releasing data asset value, promote the large-scale application of data asset financing models, build a "Shanxi model" for empowering the real economy through data factors, and inject lasting impetus into the high-quality development of Shanxi’s digital economy.
